近日,中共中央辦公廳、國(guó)務(wù)(wù)院辦公廳印發(fā)(fā)了《防范和懲治統(tǒng)計(jì)造假、弄虛作假督察工作規(guī)定》。這一《規(guī)定》為統(tǒng)計(jì)領(lǐng)(lǐng)域開(kāi)(kāi)展專(zhuān)項(xiàng)督察提供了制度保障,有利于維護(hù)統(tǒng)計(jì)法律法規(guī)權(quán)威,為提升統(tǒng)計(jì)數(shù)據(jù)質(zhì)(zhì)量保駕護(hù)航,使統(tǒng)計(jì)工作更好地服務(wù)(wù)于高質(zhì)(zhì)量發(fā)(fā)展。
近年來(lái)(lái),為保證統(tǒng)計(jì)數(shù)據(jù)的真實(shí)(shí)可靠,有關(guān)(guān)部門(mén)(mén)在統(tǒng)計(jì)制度、方法、科學(xué)(xué)性等方面采取了一系列措施,并進(jìn)(jìn)一步加強(qiáng)統(tǒng)計(jì)執(zhí)法、監(jiān)督、檢查。不過(guò)(guò),仍然有個(gè)(gè)別地方、少數(shù)人心存僥幸,統(tǒng)計(jì)造假、弄虛作假的行為和現(xiàn)象仍難做到“令行禁止”。譬如,有些地方為了讓經(jīng)(jīng)濟(jì)成績(jī)(jì)單更好看,加注的水分甚至比實(shí)(shí)際成果還要多;有些地方的官員剛上任時(shí)(shí)故意壓低經(jīng)(jīng)濟(jì)數(shù)據(jù),干了一段時(shí)(shí)間后,又給經(jīng)(jīng)濟(jì)數(shù)據(jù)注水。一些市場(chǎng)(chǎng)主體在填報(bào)數(shù)據(jù)時(shí)(shí),出于種種顧慮,對(duì)統(tǒng)計(jì)工作不支持、不配合,甚至故意虛報(bào)、漏報(bào)、瞞報(bào)、拒報(bào)、遲報(bào)。
真實(shí)(shí)準(zhǔn)確是統(tǒng)計(jì)數(shù)據(jù)的生命線(xiàn)。統(tǒng)計(jì)數(shù)據(jù)失準(zhǔn),不僅會(huì)(huì )嚴(yán)重影響廣大人民群眾對(duì)各種統(tǒng)計(jì)數(shù)據(jù)結(jié)果的信任程度,更可能誤導(dǎo)黨委、政府對(duì)經(jīng)(jīng)濟(jì)形勢(shì)的判斷,導(dǎo)致決策失誤、管理無(wú)(wú)序,給經(jīng)(jīng)濟(jì)社會(huì)(huì )帶來(lái)(lái)難以估量的損失。黨的十九大明確作出我國(guó)經(jīng)(jīng)濟(jì)已由高速增長(zhǎng)(cháng)階段轉(zhuǎn)向高質(zhì)(zhì)量發(fā)(fā)展階段的重大判斷,推動(dòng)(dòng)高質(zhì)(zhì)量發(fā)(fā)展是新時(shí)(shí)代經(jīng)(jīng)濟(jì)發(fā)(fā)展的主旋律。在新時(shí)(shí)代的背景下,統(tǒng)計(jì)工作更要發(fā)(fā)揮好統(tǒng)計(jì)導(dǎo)向和監(jiān)督作用,不僅要客觀(guān)真實(shí)(shí)地反映經(jīng)(jīng)濟(jì)社會(huì)(huì )發(fā)(fā)展的結(jié)構(gòu)、質(zhì)(zhì)量、效益、效率,更要發(fā)(fā)揮好統(tǒng)計(jì)指標(biāo)的“風(fēng)(fēng)向標(biāo)”“導(dǎo)航儀”作用,引導(dǎo)各地區(qū)各部門(mén)(mén)樹(shù)(shù)立科學(xué)(xué)發(fā)(fā)展觀(guān)和正確政績(jī)(jì)觀(guān)。
此次印發(fā)(fā)的《規(guī)定》明確,將“聚焦統(tǒng)計(jì)法定職責(zé)履行、統(tǒng)計(jì)違紀(jì)違法現(xiàn)象治理、統(tǒng)計(jì)數(shù)據(jù)質(zhì)(zhì)量提升,注重實(shí)(shí)效、突出重點(diǎn)(diǎn)、發(fā)(fā)現(xiàn)問(wèn)(wèn)題、嚴(yán)明紀(jì)律,維護(hù)統(tǒng)計(jì)法律法規(guī)權(quán)威,推動(dòng)(dòng)統(tǒng)計(jì)改革發(fā)(fā)展,為經(jīng)(jīng)濟(jì)社會(huì)(huì )發(fā)(fā)展做好統(tǒng)計(jì)制度保障”。這一旨在強(qiáng)化督察監(jiān)管的《規(guī)定》,將更好地運(yùn)用制度手段解決過(guò)(guò)去我國(guó)統(tǒng)計(jì)監(jiān)管薄弱、執(zhí)法不嚴(yán)的問(wèn)(wèn)題,既可以對(duì)可能出現(xiàn)的統(tǒng)計(jì)造假、弄虛作假行為予以嚴(yán)加防范,也能夠?qū)σ呀?jīng)(jīng)發(fā)(fā)生的造假行為做到有案必查、查案必實(shí)(shí)、實(shí)(shí)案必懲,確保各類(lèi)重大統(tǒng)計(jì)數(shù)據(jù)造假案件得到及時(shí)(shí)有效查處,使違法者付出高額成本,從而推動(dòng)(dòng)形成不敢違法、不能違法、不想違法的法治社會(huì)(huì )氛圍,以確保統(tǒng)計(jì)數(shù)據(jù)真實(shí)(shí)可靠,為黨委政府的各項(xiàng)決策部署提供科學(xué)(xué)支撐。
制度是最好的守望者。當(dāng)前,進(jìn)(jìn)一步提升統(tǒng)計(jì)數(shù)據(jù)質(zhì)(zhì)量,還必須進(jìn)(jìn)一步堅(jiān)定不移地推進(jìn)(jìn)統(tǒng)計(jì)改革,完善統(tǒng)計(jì)制度建設(shè),在統(tǒng)計(jì)系統(tǒng)建立全員、全鏈條、全流程的統(tǒng)計(jì)數(shù)據(jù)責(zé)任制,健全統(tǒng)一領(lǐng)(lǐng)導(dǎo)、分級(jí)負(fù)責(zé)的統(tǒng)計(jì)管理體制,健全統(tǒng)計(jì)數(shù)據(jù)質(zhì)(zhì)量責(zé)任制,確保統(tǒng)計(jì)機(jī)構(gòu)和統(tǒng)計(jì)人員獨(dú)立調(diào)查、獨(dú)立報(bào)告、獨(dú)立監(jiān)督的職權(quán)不受侵犯。同時(shí)(shí),各級(jí)政府應(yīng)盡快轉(zhuǎn)變思想,破除“官出數(shù)字、數(shù)字出官”的陳舊觀(guān)念,不能為了快出成績(jī)(jì)、多出成績(jī)(jì)就在數(shù)據(jù)上“摻雜注水”,而是要真正把更多精力轉(zhuǎn)移到轉(zhuǎn)方式、調(diào)結(jié)構(gòu)、促改革、補(bǔ)短板、惠民生上來(lái)(lái),努力追求實(shí)(shí)實(shí)(shí)在在的發(fā)(fā)展、沒(méi)(méi)有水分的發(fā)(fā)展、質(zhì)(zhì)量效益相統(tǒng)一的發(fā)(fā)展。(本文來(lái)(lái)源:經(jīng)(jīng)濟(jì)日?qǐng)?bào) 作者:林火燦)
