7月底召開(kāi)(kāi)的中央政治局會(huì)(huì )議提出,依法依規(guī)治理企業(yè)(yè)無(wú)(wú)序競(jìng)爭(zhēng),推進(jìn)(jìn)重點(diǎn)(diǎn)行業(yè)(yè)產(chǎn)(chǎn)能治理。這體現(xiàn)出黨中央治理產(chǎn)(chǎn)能問(wèn)(wèn)題、優(yōu)(yōu)化市場(chǎng)(chǎng)競(jìng)爭(zhēng)秩序的堅(jiān)定決心,將助力夯實(shí)(shí)產(chǎn)(chǎn)業(yè)(yè)高質(zhì)(zhì)量發(fā)(fā)展根基。
產(chǎn)(chǎn)能問(wèn)(wèn)題的核心是供需問(wèn)(wèn)題,供需失衡是產(chǎn)(chǎn)能問(wèn)(wèn)題產(chǎn)(chǎn)生的直接原因。因此,推動(dòng)(dòng)重點(diǎn)(diǎn)行業(yè)(yè)產(chǎn)(chǎn)能治理,既要從供給端著(zhù)手,控總量、優(yōu)(yōu)結(jié)構(gòu)、提質(zhì)(zhì)量,也要從需求端發(fā)(fā)力,擴(kuò)大有效需求、促進(jìn)(jìn)供需匹配。其中,“反內(nèi)卷”通過(guò)(guò)法治化、市場(chǎng)(chǎng)化手段治理無(wú)(wú)序競(jìng)爭(zhēng),將助推供需改善,建立公平競(jìng)爭(zhēng)秩序,激發(fā)(fā)創(chuàng)(chuàng )新活力,是推動(dòng)(dòng)產(chǎn)(chǎn)能治理、產(chǎn)(chǎn)業(yè)(yè)升級(jí)的關(guān)(guān)鍵舉措。
推進(jìn)(jìn)重點(diǎn)(diǎn)行業(yè)(yè)“反內(nèi)卷”,應(yīng)著(zhù)眼結(jié)構(gòu)優(yōu)(yōu)化。當(dāng)前,低端產(chǎn)(chǎn)能過(guò)(guò)剩、高端產(chǎn)(chǎn)能不足的結(jié)構(gòu)失衡依然存在,若企業(yè)(yè)將有限的資源大量投入低端產(chǎn)(chǎn)能的重復(fù)競(jìng)爭(zhēng),用于高端產(chǎn)(chǎn)能的創(chuàng)(chuàng )新研發(fā)(fā)投入勢(shì)必削弱,長(zhǎng)(cháng)期看將影響行業(yè)(yè)的創(chuàng)(chuàng )新動(dòng)(dòng)力。應(yīng)通過(guò)(guò)制度性?xún)?yōu)化,著(zhù)力調(diào)結(jié)構(gòu)、優(yōu)(yōu)供給、淘汰落后產(chǎn)(chǎn)能,重塑競(jìng)爭(zhēng)秩序,激發(fā)(fā)持久發(fā)(fā)展動(dòng)(dòng)能。
以新能源汽車(chē)(chē)行業(yè)(yè)為例,今年以來(lái)(lái),以?xún)r(jià)格戰(zhàn)為主要形式的“內(nèi)卷式”競(jìng)爭(zhēng)加劇。汽車(chē)(chē)上下游產(chǎn)(chǎn)業(yè)(yè)鏈長(zhǎng)(cháng)、技術(shù)(shù)密集、固定投資較高,“內(nèi)卷式”競(jìng)爭(zhēng)不僅導(dǎo)致產(chǎn)(chǎn)業(yè)(yè)上下游企業(yè)(yè)合理利潤(rùn)下降,還可能迫使企業(yè)(yè)偷工減料,帶來(lái)(lái)產(chǎn)(chǎn)品質(zhì)(zhì)量隱患,既不利于維護(hù)健康的市場(chǎng)(chǎng)經(jīng)(jīng)濟(jì)秩序,也不符合產(chǎn)(chǎn)業(yè)(yè)發(fā)(fā)展長(zhǎng)(cháng)遠(yuǎn)利益。隨著(zhù)一系列整治“內(nèi)卷式”競(jìng)爭(zhēng)措施落地,行業(yè)(yè)無(wú)(wú)序價(jià)(jià)格戰(zhàn)等頑疾正在一步步去除。
“反內(nèi)卷”要注重分類(lèi)(lèi)施策。傳統(tǒng)產(chǎn)(chǎn)業(yè)(yè)要注重提高技術(shù)(shù)標(biāo)準(zhǔn),嚴(yán)控新增產(chǎn)(chǎn)能。鋼鐵、有色金屬、建材等傳統(tǒng)行業(yè)(yè)尤其要注意產(chǎn)(chǎn)能過(guò)(guò)剩問(wèn)(wèn)題,避免低端產(chǎn)(chǎn)能同質(zhì)(zhì)化競(jìng)爭(zhēng),引導(dǎo)行業(yè)(yè)合理布局新增產(chǎn)(chǎn)能,以標(biāo)準(zhǔn)提升倒逼落后產(chǎn)(chǎn)能退出,助力傳統(tǒng)產(chǎn)(chǎn)業(yè)(yè)產(chǎn)(chǎn)能結(jié)構(gòu)優(yōu)(yōu)化。新興產(chǎn)(chǎn)業(yè)(yè)要防止盲目跟風(fēng)(fēng)、一哄而上,帶來(lái)(lái)新的投資浪費(fèi)。要加強(qiáng)對(duì)新興行業(yè)(yè)技術(shù)(shù)迭代周期監(jiān)測(cè),及時(shí)(shí)調(diào)整產(chǎn)(chǎn)業(yè)(yè)政策導(dǎo)向,避免盲目擴(kuò)張;建立并完善政策激勵(lì)約束、地方政策配套、風(fēng)(fēng)險(xiǎn)協(xié)(xié)同防控等機(jī)制,防范新興領(lǐng)(lǐng)域過(guò)(guò)度投資引發(fā)(fā)產(chǎn)(chǎn)能過(guò)(guò)剩風(fēng)(fēng)險(xiǎn)。
綜合治理“內(nèi)卷式”競(jìng)爭(zhēng),推進(jìn)(jìn)重點(diǎn)(diǎn)行業(yè)(yè)產(chǎn)(chǎn)能治理,離不開(kāi)(kāi)有為政府與有效市場(chǎng)(chǎng)的有機(jī)結(jié)合。一方面,應(yīng)依法依規(guī)治理企業(yè)(yè)無(wú)(wú)序競(jìng)爭(zhēng),督促企業(yè)(yè)規(guī)范價(jià)(jià)格行為,避免惡性?xún)r(jià)格競(jìng)爭(zhēng),維護(hù)公平有序的市場(chǎng)(chǎng)競(jìng)爭(zhēng)環(huán)(huán)境;另一方面,要深化要素市場(chǎng)(chǎng)化配置改革,主動(dòng)(dòng)破除地方保護(hù)和市場(chǎng)(chǎng)分割,進(jìn)(jìn)一步完善市場(chǎng)(chǎng)機(jī)制的作用。此外,要積極落實(shí)(shí)行業(yè)(yè)自律,鼓勵(lì)企業(yè)(yè)轉(zhuǎn)變發(fā)(fā)展理念,聚焦質(zhì)(zhì)量和創(chuàng)(chuàng )新,實(shí)(shí)現(xiàn)經(jīng)(jīng)營(yíng)(yíng)策略由價(jià)(jià)格競(jìng)爭(zhēng)向價(jià)(jià)值競(jìng)爭(zhēng)轉(zhuǎn)變。
