民營(yíng)(yíng)經(jīng)(jīng)濟(jì)是我國(guó)經(jīng)(jīng)濟(jì)制度的內(nèi)在要素,是推進(jìn)(jìn)社會(huì)(huì )主義市場(chǎng)(chǎng)經(jīng)(jīng)濟(jì)發(fā)(fā)展的重要力量,是推動(dòng)(dòng)高質(zhì)(zhì)量發(fā)(fā)展的重要主體。當(dāng)前,應(yīng)堅(jiān)定新時(shí)(shí)代民營(yíng)(yíng)經(jīng)(jīng)濟(jì)的發(fā)(fā)展信心、不斷激發(fā)(fā)民營(yíng)(yíng)經(jīng)(jīng)濟(jì)的發(fā)(fā)展動(dòng)(dòng)能,以民營(yíng)(yíng)企業(yè)(yè)新作為助力我國(guó)經(jīng)(jīng)濟(jì)高質(zhì)(zhì)量發(fā)(fā)展。目前,推動(dòng)(dòng)我國(guó)經(jīng)(jīng)濟(jì)向高質(zhì)(zhì)量發(fā)(fā)展,需要民營(yíng)(yíng)企業(yè)(yè)和民營(yíng)(yíng)企業(yè)(yè)家有新的更大作為,激發(fā)(fā)其內(nèi)在創(chuàng)(chuàng )新創(chuàng)(chuàng )造活力,在質(zhì)(zhì)量變革、效率變革和動(dòng)(dòng)力變革等方面做帶頭兵,為加快建立高質(zhì)(zhì)量民營(yíng)(yíng)企業(yè)(yè)體系、實(shí)(shí)現(xiàn)我國(guó)經(jīng)(jīng)濟(jì)高質(zhì)(zhì)量發(fā)(fā)展提供支持。
一是民營(yíng)(yíng)企業(yè)(yè)應(yīng)在認(rèn)識(shí)上有新作為。民營(yíng)(yíng)企業(yè)(yè)對(duì)經(jīng)(jīng)濟(jì)高質(zhì)(zhì)量發(fā)(fā)展的必要性和適應(yīng)過(guò)(guò)程應(yīng)有新認(rèn)識(shí)。抓住有利于民營(yíng)(yíng)經(jīng)(jīng)濟(jì)發(fā)(fā)展的新契機(jī),正確認(rèn)識(shí)我國(guó)現(xiàn)階段經(jīng)(jīng)濟(jì)發(fā)(fā)展新特征,在不斷擴(kuò)大我國(guó)民營(yíng)(yíng)企業(yè)(yè)國(guó)際影響力和經(jīng)(jīng)濟(jì)合作空間、充足市場(chǎng)(chǎng)活力以及進(jìn)(jìn)一步激發(fā)(fā)國(guó)內(nèi)外市場(chǎng)(chǎng)需求潛力上有新作為新發(fā)(fā)展新突破。目前,有些民營(yíng)(yíng)企業(yè)(yè)面臨著(zhù)經(jīng)(jīng)營(yíng)(yíng)粗放、負(fù)債率高等問(wèn)(wèn)題,在環(huán)(huán)保、社保、質(zhì)(zhì)量、信用等方面存在一些問(wèn)(wèn)題,面對(duì)發(fā)(fā)展困境,民營(yíng)(yíng)企業(yè)(yè)應(yīng)在推動(dòng)(dòng)高質(zhì)(zhì)量發(fā)(fā)展過(guò)(guò)程中逐漸解決上述問(wèn)(wèn)題。在發(fā)(fā)展過(guò)(guò)程中,民營(yíng)(yíng)企業(yè)(yè)切不可一蹴而就,也不能急于求成。應(yīng)把握發(fā)(fā)展大勢(shì),勇于擔(dān)當(dāng)、積極作為,善于發(fā)(fā)現(xiàn)機(jī)遇,堅(jiān)定高質(zhì)(zhì)量發(fā)(fā)展的信心和決心。
二是民營(yíng)(yíng)企業(yè)(yè)應(yīng)在政策運(yùn)用上有新作為。逐步提高對(duì)有關(guān)(guān)政策的把握以及運(yùn)用能力。建議將政策吃透吃準(zhǔn)。對(duì)“政策紅包”進(jìn)(jìn)行深入研究和解讀,做到心中有數(shù)。通過(guò)(guò)開(kāi)(kāi)展政策咨詢(xún),與社會(huì)(huì )中介組織、政策咨詢(xún)團(tuán)隊(duì)和科技服務(wù)(wù)公司等合作,進(jìn)(jìn)行政策輔導(dǎo),由其提出政策運(yùn)用方案和咨詢(xún)意見(jiàn)(jiàn)。同時(shí)(shí),積極參與“一帶一路”沿線(xiàn)國(guó)家的經(jīng)(jīng)貿(mào)合作、京津冀協(xié)(xié)同發(fā)(fā)展以及長(zhǎng)(cháng)江經(jīng)(jīng)濟(jì)帶發(fā)(fā)展等戰(zhàn)略,參與高技術(shù)(shù)產(chǎn)(chǎn)業(yè)(yè)和互聯(lián)(lián)網(wǎng)(wǎng)、大數(shù)據(jù)、人工智能等重點(diǎn)(diǎn)工程的開(kāi)(kāi)發(fā)(fā)。
三是民營(yíng)(yíng)企業(yè)(yè)應(yīng)在創(chuàng)(chuàng )新發(fā)(fā)展上有新作為。堅(jiān)持技術(shù)(shù)創(chuàng)(chuàng )新驅(qū)動(dòng)(dòng)發(fā)(fā)展,通過(guò)(guò)創(chuàng)(chuàng )新引領(lǐng)(lǐng)民營(yíng)(yíng)企業(yè)(yè)高質(zhì)(zhì)量發(fā)(fā)展,充分發(fā)(fā)揮民營(yíng)(yíng)企業(yè)(yè)創(chuàng)(chuàng )新的核心動(dòng)(dòng)能。民營(yíng)(yíng)企業(yè)(yè)對(duì)創(chuàng)(chuàng )新應(yīng)有更高的認(rèn)識(shí),要有走技術(shù)(shù)開(kāi)(kāi)發(fā)(fā)和創(chuàng)(chuàng )新發(fā)(fā)展道路的意識(shí)、理念以及信心。主動(dòng)(dòng)對(duì)創(chuàng)(chuàng )新發(fā)(fā)展進(jìn)(jìn)行謀劃,根據(jù)企業(yè)(yè)實(shí)(shí)際和市場(chǎng)(chǎng)發(fā)(fā)展需要,確定技術(shù)(shù)開(kāi)(kāi)發(fā)(fā)的重點(diǎn)(diǎn)、方向以及布局,找到適合企業(yè)(yè)發(fā)(fā)展的創(chuàng)(chuàng )新模式以及路徑。對(duì)于多數(shù)民營(yíng)(yíng)企業(yè)(yè)而言,可以考慮與科研機(jī)構(gòu)、其他企業(yè)(yè)單位以及國(guó)外公司合作建立產(chǎn)(chǎn)學(xué)(xué)研協(xié)(xié)同創(chuàng)(chuàng )新模式及運(yùn)行機(jī)制。
四是民營(yíng)(yíng)企業(yè)(yè)應(yīng)在對(duì)外開(kāi)(kāi)放上有新作為。應(yīng)進(jìn)(jìn)一步加強(qiáng)國(guó)際經(jīng)(jīng)濟(jì)技術(shù)(shù)合作,提高技術(shù)(shù)水平和開(kāi)(kāi)發(fā)(fā)能力,提高產(chǎn)(chǎn)品檔次和管理水平,進(jìn)(jìn)而提高企業(yè)(yè)高質(zhì)(zhì)量發(fā)(fā)展能力。要樹(shù)(shù)立大開(kāi)(kāi)放意識(shí),敢于走出去、請(qǐng)進(jìn)(jìn)來(lái)(lái),敢于走國(guó)際化高端路線(xiàn),實(shí)(shí)行合資合作,在國(guó)際市場(chǎng)(chǎng)開(kāi)(kāi)展貿(mào)易。要著(zhù)力提高對(duì)外開(kāi)(kāi)放的本領(lǐng)(lǐng),有目的地培養(yǎng)善于與國(guó)際市場(chǎng)(chǎng)打交道、熟悉國(guó)際經(jīng)(jīng)貿(mào)業(yè)(yè)務(wù)(wù)的外向型人才。要善于在開(kāi)(kāi)放合作中提高競(jìng)爭(zhēng)力,較快提升企業(yè)(yè)的技術(shù)(shù)水平和技術(shù)(shù)開(kāi)(kāi)發(fā)(fā)能力,提升產(chǎn)(chǎn)業(yè)(yè)素質(zhì)(zhì)和產(chǎn)(chǎn)品開(kāi)(kāi)發(fā)(fā)能力,提高開(kāi)(kāi)拓國(guó)際市場(chǎng)(chǎng)的能力以及與外商外資合作共贏(yíng)的能力。
五是民營(yíng)(yíng)企業(yè)(yè)應(yīng)在制度創(chuàng)(chuàng )新上有新作為。制度建設(shè)仍是我國(guó)許多民營(yíng)(yíng)企業(yè)(yè)的短板,特別是作為“基礎(chǔ)工程”的企業(yè)(yè)治理制度建設(shè)相對(duì)滯后。民營(yíng)(yíng)企業(yè)(yè)和民營(yíng)(yíng)企業(yè)(yè)家應(yīng)堅(jiān)定創(chuàng)(chuàng )業(yè)(yè)初心,敢于邁出改進(jìn)(jìn)家族制管理模式的步伐,按照現(xiàn)代市場(chǎng)(chǎng)經(jīng)(jīng)濟(jì)的要求和現(xiàn)代企業(yè)(yè)制度的架構(gòu),建立法人治理結(jié)構(gòu),為企業(yè)(yè)長(zhǎng)(cháng)期健康有序發(fā)(fā)展提供根本的制度保障。對(duì)于已實(shí)(shí)行公司制的民營(yíng)(yíng)企業(yè)(yè),應(yīng)進(jìn)(jìn)一步從制度上進(jìn)(jìn)行規(guī)范和完善,按照公司法的要求,建立有效運(yùn)作的股東(大)會(huì)(huì )、董事會(huì)(huì )、監(jiān)事會(huì)(huì )和經(jīng)(jīng)營(yíng)(yíng)管理層,完善法人治理結(jié)構(gòu)。
六是民營(yíng)(yíng)企業(yè)(yè)應(yīng)在管理變革上有新作為。不斷調(diào)整以及完善企業(yè)(yè)的管理模式和管理方式,促進(jìn)(jìn)企業(yè)(yè)規(guī)范化運(yùn)作以及科學(xué)(xué)化管理。加強(qiáng)成本和資金管理,強(qiáng)化成本預(yù)算和控制,提高資金使用效率。加強(qiáng)質(zhì)(zhì)量和程序管理,建立科學(xué)(xué)的質(zhì)(zhì)量管理標(biāo)準(zhǔn)及有助于企業(yè)(yè)規(guī)范化管理的程序化制度。選擇適合企業(yè)(yè)特點(diǎn)(diǎn)的經(jīng)(jīng)營(yíng)(yíng)模式,除了少數(shù)規(guī)模較大的民營(yíng)(yíng)企業(yè)(yè)之外,多數(shù)中小型民營(yíng)(yíng)企業(yè)(yè)應(yīng)更多地選擇專(zhuān)業(yè)(yè)化經(jīng)(jīng)營(yíng)(yíng)模式,走“小而特”“小而專(zhuān)”“小而精”的發(fā)(fā)展道路,建立與大企業(yè)(yè)或相關(guān)(guān)企業(yè)(yè)專(zhuān)業(yè)(yè)化配套協(xié)(xié)作關(guān)(guān)系,專(zhuān)注某種工藝或配件的開(kāi)(kāi)發(fā)(fā)加工,進(jìn)(jìn)一步細(xì)分和優(yōu)(yōu)化市場(chǎng)(chǎng)。加強(qiáng)戰(zhàn)略設(shè)計(jì)管理,對(duì)企業(yè)(yè)整體發(fā)(fā)展進(jìn)(jìn)行戰(zhàn)略謀劃,對(duì)企業(yè)(yè)發(fā)(fā)展的重點(diǎn)(diǎn)、方向、目標(biāo)和措施作出規(guī)劃和安排。
